Olivier Ratheaux is a civil engineer. He graduated from the École Nationale Supérieure des Mines engineering school in Paris and has a postgraduate specialization in Development Economics. He began his career at the Transport Research Institute and went on to work on technical assistance in the Central African Republic, Senegal and Ivory Coast, where he advised several ministers in infrastructure. He joined Agence Française de Développement in 1992, where he managed many infrastructure projects and was practice leader for transport from 2009 to 2014. He also worked on privatizations, public-private partnerships, contracts regulation, sectoral policies and strategies, economic appraisal of projects and procurement matters. He retired in 2015 after a career spanning 45 years.
