Julie holds a PhD in Urban Development from the Ecole Nationale des Ponts et Chaussées (ENPC/LATTS) and conducted her thesis on “the militant uses of the right to water in the poor urban quarters of Soweto in South Africa”. Following an experience in Senegal in a decentralized cooperation program, she worked for 4 years in the Water and Sanitation Department of the NGO Action against Hunger (ACF) in Paris as an “officer for the right to water”, and subsequently as an officer at the World Water Council, where she coordinated programs for the right to water for the 6th World Water Forum. Julie is currently a Water and Sanitation consultant at Hydroconseil, a consultancy firm specialized in the water and sanitation sector in countries in the South. She is also President of the Projection network.
