In charge of History and Strategic Reflexion at Agence Française de Développement (AFD), François Pacquement has served development assistance in the European Commission (former USSR countries and Central and Eastern European countries), in the Treasury (European Affairs), in Foreign Affairs (Advisor to the Director General for International Cooperation and Development) or in his pedagogical activities, both in the field and at headquarters, in the institution or abroad.

His publications focus on the history of development assistance and include:
